Time scale in facilities

Background: there are two time scales in use in American Truck Simulator, slower (I believe 1:3) for towns and cities, and faster (1:20) for elsewhere. Depots and facilities (fuel station, service area) in slower scale make sense, but why do some facilities inconsistently use the faster time scale?

In Laramie (Wyoming), the city's roads are all in slower time scale, even on the I-80 between the US-30 exit and the exit to the two rest areas. However, inside the two rest areas, the faster scale is used.
In Rawlins and Casper (both Wyoming), there is an identical Chemso depot in each, with the exception being the one in Casper using the slower time scale, and the one in Rawlins the faster one.
In Primm (Nevada) and Portland (Oregon), there is a different type of Chemso depot, but identical in both cities, with the exception being the one in Primm using the slower time scale, and the one in Portland the faster one.
With another type of Chemso depot, Artesia (New Mexico) is slower, and Vernal (Utah) is faster.

For every instance where you think the wrong timescale is used, please make a bug report ensuring to follow the bug reporting process.
