All of that can be changed. It has no impact on how much the game represents. The game still represents all of California, despite it only being a dozen or so miles wide in-game. Achievements are just a program. They could easily change 200 miles to 10 in a given achievement or log or payscale.

You need to have scale speed / distances you can't mix them to your liking

That's my point. Right now, scale, speed, and distance is a mess of mixed variables with real-world and in-game values. I suggest unifying them, either using real world values or in-game values, but not both.

California is not a dozens miles across in game as it fits the world map
Yes, you have a major issue with space as you need to fit 1:1 world models into a 1:3 or 1:20 scale map
A complex interchange can take an insame amount of space causing the immersion of scale to break

I never suggested changing the scale... Quite the opposite, actually. I only suggest changing the numbers shown on various distance-based systems to match the current scale, rather real-world.

Bad idea. The only distance signs we have right now are exit signs (1 1/2 miles to exit whatever and such) and informational/advisory "thru traffic"/commercial traffic signs. Former must stay as is (1:1 scale), latter are mostly decorative and their scale can be ignored.
The proposed distance signs have to be in 1:20 scale, distances less than 100 miles should be ignored/not included. This way they will both provide rough ETA and not interfere/contradict exit signs (would be weird seeing both 2 1/2 mile exit warning and 50 miles distance sign at the same spot).

That is why I recommend doing all of them in the same scale. I fail to see how that is a bad idea...

It's a bad idea because there is no such thing as an exit sign 20 miles away from the exit, and placing a 1-mile sign at 1:20-scaled distance would make it useless.

Yes, this is my point. I think your are missing something...
A road that is 20 miles long in reality would be built at about 1 mile in-game. As such, I am suggesting that any signs represent this as one mile instead of 20. Same for the odometer, job market, etc.
A job from one of this road to the other would not be a 20 mile job, but rather a 1 mile job. The per-mile payouts would need to be adjusted to match.
Likewise, a Distance sign noting the town at the opposite end of this road would read 1 mile.
