Possible. Might also be just a point where the drivers exchange their trucks (parcel and LTL guys usually run a dedicated route daily and go home every night). I remember reading about this operation performed back in the day by P.I.E. at some truckstop in Western US.

Some truckstops (mostly independent, ofc) also used to offer on-site office space and parking for small trucking companies. Kinda symbiotic relationship. Heard somewhere that a handful of stops still do that and was surprised quite a bit.
