It depends on the version of ATS you have, and also it depends on the DLCs you have...

I own all dlcs with those 2 map mods installed

1.40 even the main and the beta crashed at the start but my current setup works at 95%-98%

I do moding i know mantrid and some other people do secret work but i feel with montana and 2 bordering dlcs in the lower part of the states and bordering 3 other dlcs along with wyoming and montana theres a few missing files

It appears that you have mods for ATS v1.39 while you have ATS v1.40. See my answer in the Montana thread. And please: don't ask the same questions in multiple threads.

I have D/L the map from the link's on SCS page. The map keep's crashing the
game back to screen. I have scaned the D/L 7ziped it scanede that, put it ATS mod fie,
and crash. I am missing a step somewhere.

Check you map loading order. Make sure you have all the required DLC's. Make sure you have the most up to date maps..
