[REL] Separate state Highway Patrol and city police cars

SCS as a company do not wish to have paid mods on this forum. While we understand that not all paid mods use the Intellectual Property of other companies/people, it is very hard to moderate what is and isn't acceptable when money is involved. There are also concerns that it could look unfavorable to potential work partners going forward if SCS allow mods that may potentially use unlicensed branding.

Been using this mod since the early days of just 3 state CVPI's. SCS have updated the crown vic model for police and civ for when the NM dlc is released, will you be adding the updated model to this mod?

Note that this mod currently does not work in 1.29 as SCS has completely changed how police are done. However, 1.29 has introduced state highway patrol cars anyway -- not as many variations (for example none with the new silver Arizona DPS design) and not as many city police cars. We'll see if gabenz88 has any desire to make new cars for it or if I can figure out the new method SCS is using to get these working as is. Right now I have so little time (though I did spend the day making replacement textures for the Real Logos Project -- but the Workshop Uploader needs updating before I can upload anything, it seems).

OK, now the mod works in 1.29 -- with some functionality changes and at least one city car not spawning at all at the moment as far as I can tell. Read on:

As of ATS version 1.29, the game now has separate state highway patrol vehicles, which was the original purpose of this mod. However, this mod still provides many more city police cars, as well as a wider variety of models for state highway patrol.

This version of the mod does not suppress default cars anymore, for the moment. So you may see generic police in cities in addition to any specific city police liveries. This is necessary because of how the game now treats police and highway patrol as separate entities -- the only way to have any police coverage in cities with no city police livery available is to allow generic cars to spawn in every city. (However, SCS did add some city variants to the Ford Taurus that this mod didn't have, so there will be some more variety.) The alternative is to undo the new feature, and have highway patrol spawning in cities like they used to.

That being said, you will see this mod's highway patrol cars spawning in cities where no city police car of that model is available, because these models were all designed for the old system where the default appearance was a state highway patrol livery and city police were variants. (In the vanilla game's new cars, the default appearance is a generic police car and specific city liveries are variants; highway patrol are entirely different animals.)

Speaking of spawning issues: I don't think the Elko police are spawning anymore. Perhaps all the spawn points around Elko are on what the game considers highways, thus it is only spawning highway patrol cars. If this is true it should be possible to put the Elko variant into the Nevada Highway Patrol pool instead of in the police pool. At the very least I'd like to see an Elko police parked in that one spot where there's a parked car, but so far I keep seeing a generic police there. I did add the mod's cars to the main parked-police pool, but there are other parked-police pools whose purpose I'm not sure of yet to which I did not add the mod's cars, so that could be why I don't see the Elko car there. If you figure it out, let me know!

So, yeah, there certainly are improvements that can be made, but for now it's mostly working -- no errors, and the right cars are showing up where they should, except in Elko and perhaps other small towns to be determined. Let me know if you are noticing a lack of a city police variant that used to be present. And if you come up with any improvements yourself, do share so we can add it to the mod; there's no reason this can't be a community effort.

Any future new designs or models are up to gabenz88; he's the model whiz behind this.

Sometimes the lights do not turn on you hear the sound but nothing else, I use this mod I do not know if it affects you in something :True Blue Emergency Vehicle Beacons.Thanks :)

It's possible the new police light system in 1.29 has meant the old system from the mod no longer works. I didn't test the lights, to be honest. At least the default cars are still there and they'll light up...!

Small update to the mod posted today. I had forgoten to add the mod's cars to the parked-police-with-driver pool. I only had them in the pool for parked police cars without a driver. Now the Elko Police does show up in the parked position. So even if they don't spawn in traffic, at least you can see Elko PD there in town!

There are two additional pools for parked police -- one for city police and one for highway patrol -- which I have not touched as I don't know what they're for. They each end with ".hooter" and have lines about forced flares being active. I'm guessing these are used for events where the parked car's lights are on (e.g. where someone has been pulled over). I won't add the mod's cars to these pools until I know for sure what they do. (And besides, if the mod's cars don't have working light flashers right now, it's best not to put them into those pools anyway.)

Due to the nature of the mod cars versus the default cars (i.e. mod cars set up as highway patrol by default with city police as a variant, versus default cars being generic city police by default and specific city police as a variant) there is the possibility of seeing highway patrol cars parked in cities, instead of only city police (be it generic or specific). Likewise in traffic while inside cities that don't currently have city variant cars. Personally I'm OK with that. I would prefer to see a real-life highway patrol car in place of a fictional city police car, despite being in a city environment. How does everyone else feel about that?

I would like to suggest that the Customs and Border Protection Explorer (traffic.f_expl_bp) is removed from the police_hp.always.parked.physics.hooter array for the next release?

It doesn't seem accurate to see CBP responding to accidents and pulling vehicles over, at least at the rate the game is making them appear anyway.

Hoping to see some progress on this mod soon!

True, also the USBP cars have state license plates when they should have federal government license plates.

RCMP or OPP cars for the Canadream mod would be nice, for those who use that mod.
