Yes, just provide the necessary files to produce a skin.

Definition (.sii) file(s). Of course with skin specific correct information in them.
Material (.mat) files. Again, with skin specific correct information.
Texture Object (.tobj) files. AGAIN, with skin specific correct information. These are the "hard part" as you need special tools and knowledge for them.
DirectDraw Surface (.dds) files. The only part that doesn't care what it's being applied to. But instead, it needs to represent what truck/trailer/etc you are applying it to.

Once you've set all those files up in their respective folders, you package all of them into a Zip archive (.zip file) and optionally change the file's extension to ".scs".

After all that, you have made a skin just like Mods Studio does.

Hi Folks,

Just made 3 skins (simple ones only name and logo and all is colorable) for 3 out of 4 ATS trucks.
But...
The 4th one is breaking me, it is the Peterbilt 389 of ATS so not a mod, I have the template in psd but for some reason on my template all seems to be placed where I want it yet ingame it totally messes it up.
I use ATS Studio for the making of the file, it all wokred perfect for the other 3 trucks.

But the PB 389 is a killer for me, it just will not do as i say  I have tried with UV on and off both same result.
The templates I used are from Moh1336.

This is what it looks like on the template :
https://i.imgur.com/KZYyMUA.png with all layers turned on to be sure it doesnt do weird things
https://i.imgur.com/pW7Hy68.png with layers turned off so I can see if it fits the way I want for my desired cab choice
https://i.imgur.com/Lg3oLk6.png how I end before saving, have tried with all another layers on and off before saving as dds (also made sure I have the psd saved with different name)

This is how it looks ingame : (alternate_uvmap: true)
https://i.imgur.com/Ug5H6DJ.png
https://i.imgur.com/PtoGqme.png
https://i.imgur.com/MtxTOdi.png

This is how it looks ingame : (alternate_uvmap: false)
https://i.imgur.com/wqvUADO.png
https://i.imgur.com/jtcieOb.png
https://i.imgur.com/QY66Tui.png

The other 3 trucks works perfect and fine ingame matching template and ingame the way it comes out and wanted and with the right settings in ATS Studio.
With the settings I meant the "please note" that Moh1336 made with the templates on his/her site :
For the T680 and the 579 use alternate_uvmap: true.
For the w900 and Pete 389 use alternate_uvmap: false.

Those settings I respected and used, only for the PB389 i tried both of the options both give same result, not the one I wanted

Hope someone can point me what I am doing wrong, this is as I did with the other 3 templates.

All i can say is, the template you have is without ALT_UV. As in, it's not a template that can be applied to other trucks.
But what happens if you use the template as the skin? Alt uv on and off?
One of them should fit and if they don't then the template is for a completely different truck or a different version of the truck.

i picked it up from Moh1336 website (in his signature) and should be the ATS PB389, and can not get it to work.
I have not found a template with ALT_UV so far for the SCS ATS truck PB389.

But will keep looking hoping to find one.

I did with alt uv on and off through ats studio, also by changing it manually in def file, made all combo's possible that I could think of. The images in my previous psot are result of the options I tried.
Tried to use it through ETS2 studio it doesnt even recognize skin ingame.
Yes i did try it in ATS ;)

EDIT: downloaded other template (tried like 50 something templates for the ATS SCS truck PB 389 and got my skin working finally.
As Cadde said template must have been wrong. Just glad I decided to keep lookig and have tried like ehm 50 templates that I found and glad I found a working one. Whoopie 4 out of 4 made. Not bad for one who decided to give it a go this morning with no knowledge what so ever of photoshop and anything that goes with it

I need a tutorial for GIMP. Everything looks good, i get my logos where i want them, but when i put it in the game, the logos are upside down and on top of the truck, not on the side panels where thely should be.

I can use that very same tutorial, Paintshop is just too expensive and I am having a very hard time getting that in-game icon to work as it should. The rest is no problem for me so far I can see though. I would love to see a Gimp tutorial. I would love it even more if SCS would release a official tool (or set) to actually have everything you need to make skins for any truck/trailer (or whatever you wish to skin). It sure would be a lot more handy to have everything a lot less frustrating then as it is now.
