[1.40] ATS "AllDayLong" weather mod

I made this mod, because I don't like some small issues in SCS default weather setup.
So please no request. Mod provided as is.
Features
- Fixed dashboard panel brightness as much as possible.
- Used new feature "stability", so one type of weather running all day long, and can be brake by rain or teleport. Weather type changed at night time only.
- Here 4 type of weather
1 - bluesky (taken from "CrearSky" weather mod. Activated by console command g_set_skybox 0
2 - overcast - activated by "g_set_skybox 1"
3 - overcast + fog. Activated "g_set_skybox 2"
4 - overcast + light rain. "g_set_skybox 3"
One rain without thinder.

Also, I fix AI traffic lights. Increased size of headlights, Increased range of "scale factor", s tail light becomes "blurry" from far distance.
Can be used optional with or without weather mod.

@piva So does this mod replace the SCS skyboxes or does it add your skyboxes? If I enable this mod, do I still see SCS skyboxes too?

Finaly a mod that increases rain duration. Hate it when it only rains for 10 minutes on 1:1 maps

This mod do not have any parameters to control the duration of the rain.
But it have have "light rain" type of weather where rain goes "Alldaylong". I wrote about it in first post. But you can remove this mod if you don't like it.

Although he seems to have left the forums, I have to honor piva for this old but still great graphics mod that still works on 1.44. The second setting of overcast skybox and lighting makes the game look absolutely stunning and is a weather option that should be seriously considered by SCS.
