At DOT/CHP scales that parking would tend be short term and more for keeping the scales clear while drivers are dealing with paperwork etc inside or for truck that have been forbidden to move.

Actually drivers are encouraged to park over-night at state border scales without risk of being checked unless already required to do so.

Try moving further forwards. Sometimes the parking triggers are very tight. I had one refuse to trigger because my trailer wheel was half an inch over the white line at the side. unattached the trailer and then it let me sleep.

Oh yes,

since there is no rest area icon, you are not supposed to rest there, this parking lot is for temporary stop, for things like technical state of vehicle checks and filling paperwork. So it is not a bug because you are not supposed to sleep there.

Not necessarily true. Some weigh stations in some states allow you to overnight park there, others prohibit it. For instance, the state of New Jersey does not allow overnight parking at their weigh stations and actually have fences up to prevent people from entering when closed. Some of Pennsylvania's weigh stations also don't allow overnight parking and also have fences up to prevent people from entering when closed. Other Pennsylvania weigh stations happen to be right at the rest area. Wisconsin allows overnight parking at their scales.
