In v1.1.1.3s, I can reproduce, I just switched back from the open beta version.
In 1.2beta it's gone. No idea what's going on... perhaps a side effect or someone else took it on...?
Not that it's important for versions 1.2+, and it's just optical. Maybe for those who want to stick with 1.1x...

Can anyone else reproduce?

I was able to reproduce it using your coordinates. Only visible from the road side and at road level. Version 1.1.1.3s.

I do appreciate that you are trying to reproduce it, but point of having new versions is to present fixes and updates, if you wish to play older version that is absolutely fine, but since it is fixed in newer version I would say that issue is closed.
