This has to do with the legal requirements imposed on higher barriers of 100 meters. In relation to traffic such as civil aviation, rescue helicopters, military aviation, National Police Agency, flying schools.

Seriously, there's a beta tester on mantis that reports more issues than the entire bug forum posts here put together. TBH I'm not entirely sure he's human.
