Incorrect speed limit on I-10 and I-19 through Tucson

- description of bug:

"The maximum speed limit on urban freeways and interstates in Arizona is 65 miles per hour. 'Urban freeways' are the segments of large highways that are located within a city or densely populated area's limits, and are generally more prone to traffic congestion and other hazards. In most cases, the freeway's speed limit will return to the rural freeway speed limit of 75 mph after the road passes through the most densely populated area." (Source)

In game, the speed limit on the interstates through Tucson doesn't change from the rural 75 mph speed limit. Below are the approximate locations of the city limits, by which the speed limit signs could be placed (65 mph entering Tucson, and 75 mph leaving Tucson):
