Clicking on New Upgrades icon freezes the game

Hello i have this problem. I made video about it. My friend have same problem. My friend reinstall whole PC and freez is still here. Is this some bug? Me and my friend dont use any mods.

it does not freeze. game is just reading all truck accessories in game to check the level.
based on actual amount of accessories (end eventual mods) it could take long time ...

Same issue here.
Also when buying a new garage and buying trucks from the online dealer it freezes whenever it wants.
