In your image, there is a "SPEED 35" sign. Why does that not provide a sufficient enough warning of a speed limit change?

I meant prior warning. The speed limit drops from 60 mph to 35 mph and in real life, there is a warning sign and an intermediate speed limit (50 mph), while in the game, it drops immediately and without prior warning.
