SCS as a company do not wish to have paid mods on this forum. While we understand that not all paid mods use the Intellectual Property of other companies/people, it is very hard to moderate what is and isn't acceptable when money is involved. There are also concerns that it could look unfavorable to potential work partners going forward if SCS allow mods that may potentially use unlicensed branding.
Posting in the Mods forum (ATS and ETS2) is restricted to sharing free-to-the-public mods and providing support for mods. For more details, please check chapters [4] and [5] of Forum Rules.

When I select ETS 2 or ATS, the same error occurs, I can't create a new mod option

You got to select a "Type" tag first.

Works fine for me. And sorry, I must have miss-clicked something in my previous attempt, because I now can trigger all these options even before I choose "select"...
I compared your log to mine and everything looks fine. No idea what causes your problem. Only difference is that I've uploaded mods before, in the workshop. My "New" field isn't grayed out. That info will not help you, I know that.

Thanks for the help, but I gave up after I read that the workshop does not accept ppd
