Monaco?
Possible, but with very few delivery options if going by normal semi trucks.
A video from 2013. And the route it took, as close as google maps allows it.
Now some road sections are one way streets, or reversed the one way, compared to 2013.
0 -> 9:46 and 13:58 -> 20:51 in the video = google maps.
9:55 -> 13:52 is this route, but reversed on google maps.
Where the truck loads/unloads in the video, is now a 1 way street. Reversed now compared to 2013.

Regular drop off seems to be at Plateform: De Fret. Google street view.

Since 2016, there is a new tunnel, Albert II tunnel that makes the road into Monaco a bit different.

The liaison Marquet, is a 2 way tunnel. It seems to be a marked truck route, according to signs on the tunnel entrances.
And a height limit of 4,0 or 4,2metres.

Maybe, maybe not.
It will NOT be easy tho.

San Marino has 1 trouble, Autostrada A14 would need to be redone.
Closest exit does not exist.
Altho, it IS possible to use Casello A14 Pesaro Urbino, A14 - Autostrada Adriatica, Pesaro, Pesaro e Urbino, Italia

And regarding Monaco?
SCS already has a very simplified version of the exit on A8 autoroute to the quarry north of La Turbie.
Biggest hurdle for Monaco?
1. Viewdistance from Route de la Moyenne Corniche.
2. Lack of delivery spots.
3. If Nice harbour is added in the future.

2nd could be remedied by adding a construction zone or similar.

Paths to Monaco:
I consider Monaco important in ETS 2.
OK. We know the question of scale.
It is a very active country in cargo. Loads are concentrated in FONTEVILLE, a district of the Monegasque administrative unit.
Fonteville concentrates almost 95% of Monegasca industry, is the main area for ETS 2.

ETS 2 would help a lot to break the stereotype of just "tourist city and casino".
There is vibrant industrial life. Including factories of luxury and urban vehicles.

Derogations may be granted only if the vehicle dimensions are compatible with the geometric characteristics of the regulated streets.
The driver of the vehicle must be able to submit its derogation to any request.

1.4 Traffic exemptions:
Exemptions from the prohibitions concerning schedules, tonnages and templates may be granted
by the Service des Titres de Circulation.
Requests for derogations accompanied by completed SDC form must reach at the Traffic Service, at least 3 days worked before the date of transport.
Derogations may only be granted if the vehicle dimensions are compatible with the geometric characteristics of the regulated streets.
The driver of the vehicle shall be able to present its derogation at any requisition.

1.5 Particular dispositions: Quartier du rocher (Monaco-Ville. capital of Monaco):
Access to the Rocher district is prohibited for all vehicles except those registered with the Principality.
or in the Maritime Alps except special derogations issued by the Municipality of Monaco.
Deliveries are only allowed from 7 hours to 10 hours.
The circulation of two-wheeled motor vehicles is prohibited from 10:00 pm to 7:00 am, except for electric vehicles, Public Force
Public security.
For other exceptional requests (deliveries with a vehicle over 7.5 tons, crane ...)
derogations may be granted by the Office Circulation or Public Safety Titles.

1.6 Particular dispositions - sets of vehicles comprising one or more trailers:
The transit traffic of vehicles towing a trailer, a caravan, several trailers or composed of an articulated vehicle and a trailer is prohibited.
In case of emergency or imperative necessity justified, a derogation will be possible by Police. In this case, it will be necessary to take the attachment
of the Directorate of Public Security.
The escort of vehicles with trailers will be ensured by a crew of the Public Security.

1.7 Particular dispositions -Tourist coaches:
Tourist coach traffic is prohibited except derogation outside the tracks allowing:
- access to the surfaces and works intended for their parking (Chemin des Pêcheurs parking lot,
Esplanade des Pêcheurs, Grimaldi Forum car park( formerly Portier);
- to leave the Principality from these areas.
A plan of the lanes authorized to the circulation of the coaches is given to bus drivers during of their arrival in Monaco.

Parking and stopping coaches prohibited on public roads and squares, with the exception of surfaces which reserved for them in places, days and following hours:

2. Use of the public road:

2.1 Parking spaces marked on the ground (time stamped or not, two wheels, deliveries and specialized stops):

Implementation of rolling stock (moving, delivery of indivisible goods, mounts furniture, construction hut, ...)
Any request for location reservation must be addressed to the Monaco City Council at least 4 working days before the parking date.
The installation of the panels, for individuals and companies outside Monaco, is provided by the Town Hall.
Implementation of non-rolling equipment (such as dumpsters, scaffolding, ...)
An application must be made to the Monaco City Hall at least 3 calendar weeks before the date of occupation by stipulating:
- The geometric characteristics of the material
 (length Width Height, …).
- The times, dates and place of occupation.
- The grip of occupation on the public highway (a plan of situation, with measures, will have to be joined the record and the area occupied will have to be tinted in red).
- The nature of the work.
It is recalled that the placement of the signs must be carried out 48 calendar hours before occupation from the public street /highway.

2.2 Excluding materialized locations:

For this type of operation, authorizations may be be granted by the Service of the Circulation Titles after constitution of a file. Thus, requests for permission with the PUVP / IC form duly completed must reach the Securities Service of Circulation at least 8 working days before the date of the handling by stipulating:

- The geometric characteristics of the vehicle (length, width, height, total weight under load).
- Registration.
- Schedules, date and place of handling.
- The grip of handling on public roads (a situation plan must be attached to the file).

Implementation of non-rolling equipment (such as dumpsters, scaffolding, ...)
A request must be made to the Town Hall at least 3 calendar weeks before the date of handling by stipulating:

3.The places of deliveries and removals

3.1 The locations of deliveries public:
The use of public delivery sites (areas deliveries), the list of which is set out in the Annex hereto, is limited to 15 minutes.
It is only allowed for commercial vehicles whose weight Total Authorized Load (PATC) is less than 7.5 tonnes, from 6 am to 6 pm, except Sundays and public holidays.
However, between 8 am and 9 am, the deliverymen are authorized to use the delivery areas for the purpose of parking.
To be able to use these delivery areas, the deliverymen must have a purchase order or any other supporting document, that they must present at any requisition.
Deliverers, in the execution of their deliveries, must carry out only the transhipment of the goods excluding any handling within the receiving establishments.
They will have to affix on their windshield a time stamp disc presented in the following chapter.

3.2 Using the time stamp disk:
Provisions relating to the use of deliveries in the Principality of Monaco.
Locations are regulated using a disk time stamp which must be affixed visibly behind the windshield of the vehicle.
This device allows a maximum parking of 15 minutes, between 6:00 and 18:00, every day of the week except Sundays and holidays, for
all commercial vehicles in delivery operation and the permissible gross laden weight (GVWR) does not exceed not 7.5 tons.
For this purpose, a copy of this time stamp disk is delivered free of charge:

- at the service of the Circulation Titles
- at the Public Security Department
- to the Municipal Police

However, during the blackout period for vehicles over 3.5 tonnes, from 8 hours to 9 am, parking on the delivery areas is allowed beyond 15 minutes for vehicles concerned.
Upon arrival at the delivery area, the deliveryman will have to position the time stamp disc provided for this effect behind his windshield.

3.3 La plate form de fret:
Heavy goods vehicles with a gross weight exceeding 7.5 tonnes
You have no right to pick up or deliver goods on public roads.
To enable these operations, a freight platform was implemented in the third basement of the neighborhood from Fontvieille.
This platform is open on:

- 6:00 am to 5:30 pm, Monday to Friday
- 6:00 to 14:00 on Saturdays

The use of the freight platform is free. Your manager, approved by management, is required to receive the goods and inform as soon as arrival, the final recipient who may come recover directly or be delivered carefully Manager (paid service).

3.4 Le Parc d'Activités Logistiques (P.A.L):

MONACO -ECONOMIC.2019.

I suggest to the developers for the map reading these 2 chapters lets know the monegasque economy.

ATTENTION: OFFICIAL DOCUMENTS IN FRENCH.

Chapter 1 very good talks a lot about the energy sector, highlighting: fuel, gas, solar panels. Potential loads.

The ECONOMY is diverse, dynamic and globalized the production chains, with EUROPE mainly.
Chapter 3 has the economy itself. Highlight for: civil construction, chemistry, plastics and packaging, household appliances and informatics, chemical-cosmetics and pharmacy, automotive components ... and much more.

This means loads from all over Europe coming in, higher volume and Monaco loads departing in much smaller total volume.

General terms entered into a recent trade deficit with Europe means that more cargo comes into the principality, with high added value, in case of inputs from the cosmetics and perfume industry, and industrial cargo, although also of high value.
 They are almost canceled by MONACO needing oil, gas, energy, food, vehicles.

Monaco's trade balance is positive with countries of the world.
It means that more value-added cargoes by Monaco are destined for ocean ports in FRANCE, ITALY, and enter the amount of low-value-added products in the world-in general. These can be as vital as cocoa for the chocolate industry, for example.
