In addition to previous posts about Dutch police some more about the use of blue lights. This applies to all emergency services in The Netherlands.

Over here it is common that emergency vehicles only use their blue lights (and sirens) when they are on their way to an incident. When they arrive on scene they would switch to yellow/amber flashlights/beacons. This way blue lights keep being reserved and recognised as priority vehicles other traffic should yield to. When they are stationary at an incident there is no need for the extra (thrillseeking) attention blue lights could cause. By switching to yellow/amber there is still a warning for other traffic that there is a unusual situation, just as there would be at road works for example. Off course there are situations where forget or don't have the time to switch immediatly from blue to yellow.

To make this possible most police vehicles have dual color beacons / flashlights. For fire trucks and ambulances it's more common to have a secundary set of yellow/amber lights besides the blue ones.

For most random events in game it would be realistic that the emergency vehicles are shown with yellow/amber beacons/flashlights on. I believe there is one that suggest a car being stopped after a pursuit, in that case blue lights are appropriate.

Police cars in Poland are silver with a blue hood and a reflective blue belt around them. There are reflective white dotted lines at the top and bottom of the blue belt. There is an inscription POLICJA on the hood and on the front door (on the blue belt). There is the logo of the Polish Police (star) on the rear door.
The tactical number is located on the rear of the body on both sides and on the rear (white font on a blue stripe), and on the roof (blue font). On the back there is also a small inscription POLICJA.
The marking is very similar to the current painting of the Polish police cars available in the game, with the difference that the color should be silver (not white) and the white dotted lines at the top and bottom of the blue belt should be along its entire length (not just on the door).
Police cars can also bear the logo of the Road Traffic Department.
Police cars are equipped with blue lights and a single red light used when escorting a convoy.
The license plates of the police cars start with the letters HP * (as is currently in the game).

There is no separate painting scheme for police cars from Warsaw (the capital of Poland). The tactical number of Warsaw police cars starts with Z*** (*** is some numbers) and license plates: HPZ*****

Italy

So, the highway law enforcement here in Italy is enforced by the Italian Police, not by the Carabinieri (that kinda is a military police). Carabinieri are often found in small villages, and is rare (but not impossible) to find them on main roads. They never enforce the on highways/high-speed roads, though.
About the Alfa Romeo 159s, the highway division of the Italian Police has got slightly different logos over the front wheels that say "Polizia Stradale"

keep in mind that this is how it is on the right side of the vehicle, the arch is oriented to the front of the vehicle in both sides, so on the other side it is mirrored.

Small side note: Polizia di Stato (State Police) cars inside the cities have slightly different liveries: there's either NO logo or the Squadra Volante logo near where the highway patrol vehicles have the Polizia Stradale logos.

Back to the highway/road vehicles
Now, while Alfa Romeo 159s are still in service (in the 2.5 5cyl and 3.2 liter V6 engine versions [both turbo diesel]) and both in sedan and sw configurations (the highway/road police mostly uses 3.2 V6 Q4 (4 wheel drive) versions) they're being replaced by newer vehicles.

The thing is that, due to the italian laws, since some parts of the highways are privately-owned, it is common to see different police vehicles depending on who owns that highway, so I'm gonna talk about those vehicles you're going to see on most the Italian roadways, and also on those State-owned highways. In-game just use these vehicles for all the highways.

This said, the Polizia Stradale in 2014 bought a big number (778) of BMW 320D Touring (F30) cars and in 2018 bought some newer models (F31, very similar to the F30 but recognissable by the newer front led lights, which were halogen in the 2014-bought vehicles, and from the front fascia that is slightly different)

As you can see the lower part of the fron fascia is a bit different

Both the BMWs are equipped with a Federal Signal Vama Traffic Storm lightbar, Trident III led rotable search light and grille lights
the pattern is:
- high-vision: both left-right blue lights are steady burn, usually used by the highway police during a traffic stop (+ rear orange traffic advisors) [included in the video down here]
- code 1: traffic advisors: on the rear 2 orange leds alternate left-right
- code 2: classic wig-wag [alternate left-right] but siren only to clear intersections
- code 3: wig-wag + hi-low siren (eventually also the traffic advisors) + front-facing white leds

the pattern is basically the same also on the Alfa Romeo, even if they have different lightbars (both lightbars are made by the Federal Signal). The Alfa, tho, don't have rotable spotlight, grille leds and a foldable panel. The foldable panel is usually found inside the car.

While on a accident scene they usually have traffic advisors on and wig-wag lights.

Here's a Code 3 response to an accident scene. As you can see here is used the full lightbar: wig-wag blue-blue lights, front-facing lightbar white lights, rear orange traffic advisors and grille lights.
This lightbar also has an openable panel, which is usually used to inform of a traffic stop, accident etc.

One other thing: near the swiss and austrian border police vehicles are made in order to be understood by the german-speaking people (german is frequently speaken by the people that live close to the austrian-swiss borders) and therefore are bilingual (Polizia - Polizei)

I could not find an example of the bilingual livery on the BMWs because the highway patrol on the A22 del Brennero highway is enforced using Skoda Octavia station wagon vehicles (as I said, on certain highways it depends on the owner of the highway, for example some highways use brand new 2020 Volvo V60 and 2018 Volkswagen Passat) but I'd say to use BMWs for this as well

This said, a small thing about american police cars. For departments like the LAPD or the other depts that have red-blue lightbars: the red part is always on the driver-side of the vehicle, and therefore the blue is on the right.

Here in England in the UK there is a huge variety of police cars in use by different police forces around the country.

However in terms of 'traffic police' also referred to as 'RPU (Roads Policing Units)' here in England one of the most common cars in use is the BMW 330:

All police cars in England use reflective blue and yellow battenburg markings on the sides most of the time they will also display the forces crest somewhere on the side, on the front they will have 'POLICE' written in blue (sometimes with a yellow background), on the rear they have reflective red and yellow chevron markings as well as 'POLICE' written in red.

For lights most police cars in England use all blue lights although some have both white and blue lights on the front, all police cars in England also feature two rear facing red lights that are used when the vehicle is stopped or slow moving to alert the traffic behind:

On the roof all police cars in England have 'aerial roof markings' (https://en.wikipedia.org/wiki/Aerial_roof_markings). Generally this is a unique force code and a symbol identifying the use of the vehicle in front of the light bar and the vehicles unique code behind the lightbar this is to allow the vehicle to be easily identified by a police helicopter if necessary for example during a pursuit.

France Part 2



A brief introduction

- Gendarmerie mostly operates outside of "urban areas". Like the (highways and roads going through the) countryside
- Police Nationale mostly operates inside of "urban areas". Like within Cities and larger towns (including most ring roads around cities)


Just like Louno Trucker mentioned, the "Police Nationale" will receive new Peugeot 5008's
In fact, both the "Police Nationale" and "Gendarmerie" will receive the new Peugeot. This will be the standard intervention car.
A total of 1200+ of these vehicles are ordered and will be delivered from here until 2022, so i think it is good future proofing to put this model in the game.

The majority of these will be the (2021) Facelifted Peugeot 5008 (only the model will be different, the livery for the Gendarmerie and Police Nationale will stay the same for both versions).

Badges
Many police forces have a badge inspired by the Maltese cross, which should simplify making a generic badge:

Cambridgeshire
Essex
Northern Ireland

General Design
Estate cars and SUVs are the most common cars used. No specific brand is favoured, though I'd say Fords, Vauxhalls, Peugeots and BMW's are among the most common. Design traits are:
- Blue lightbars
- 'Wail' sirens
- White body colour with yellow and blue reflective checkered pattern along sides of cars
- 'POLICE' markings on side
- 'POLICE' markings on front; this may be reversed
- Yellow and orange chevron pattern on rear, along with red 'POLICE' marking
- Badge of police force on front and side

Specific designs
In Scotland, the logo of Police Scotland is displayed prominently. Many cars are also bilingual, displaying 'POILEAS' on the front as well as the side.
