<ERROR> [dxgi] present failed (0x887a0001)

Just when I thought I have it fixed, this error keeps coming back and flooding my log. I know it is happening because I will get a 'pause' in the game. Tabbing out/in fixes the pause, but cannot figure out how to fix this issue.

All game files verified multiple times.
Clean Profile - No mods ever used.
1.35 ver
Intel 8700K factory speed
32g ram
Asus 2080 standard
Driver Ver - 436.48 (1 Oct 2019)
Win 10 x64 - All latest updates applied
No 3rd party stuff (Rivatuner, etc..)
Save is on Steam Cloud

Yesterday I used DDU (it is a stand-alone program) in safe mode and completed a clean uninstall/reinstall of video driver (436.48). The problem went away for a couple of sessions. It is back today. I can't figure it out.... Thoughts? Suggestions?

this bug happenes when tabbing out of the game, if the game needs a moment to tab out, when you try to tab back in you will be stuck at the desktop and the framerate tanks, if you use alt+tab again you are back ingame but the log is flooded with this error

same with ETS2

I'll try and refrain from tabbing out/in of the game for a few sessions and see if that stops it. Yesterday, I was just driving normal (probably 20 minutes) and the screen just 'paused'. I still had audio because I heard me crashing into a guard rail. I immediately hit ESC, but the screen was still 'paused' on the road. Last session, I was viewing the map (planning a route) and had the screen 'pause'. Tabbing out/in fixed it. This is the only error in the log.

This usually happens when I have a browser (FireFox or Chrome) using a lot of memory and CPU/GPU resources. If I restart the computer, and only play ATS (or ETS2), this doesn't happen if I alt tab in and out.
