Was at Seattle repair centre and visited Seattle Port and picked up a freight market job, this was the job I selected from Port of Seattle.

After you select the job from market and approach the trailer it's floating.

As you get closer or attach the trailer it will drop to the ground. Seems it's applies sometimes and it's random and applies to either spawn areas for the trailers in the port it seems to happen.
