[UT] Monticello traffic not yielding when turning left [108155]

Description:
Traffic turning left at this street in northern Monticello are not yielding to oncoming traffic. It's a little hard to catch because most traffic will continue straight on US-191. I got hit by a car doing that once, but now I had the opportunity to see it happen in front of me.

in 95% the time when i drive this direction and there is AI on the road there is an accident.
worst case: i am the opponent of the AI

I’m away on holidays at the moment so I can’t log the report, but I do recall that there was an issue here that was fixed at one stage. I’ll have a look into this when I get back.
