Game is not saving UI language

Hey, when I set up language that I want to use in gameplay settings of the game, save, close the game and then open the game again, it will still prefer the language from Steam and reset the one I have set in the settings. Is this bug or intentional? Because if it's intentional it would be really better and smarter to let the user pick the language he wants in the game settings before prioritizing Steam preferences.
