Waypoint doesn't work in some places [NOT A BUG]

In the World Map, you can't use the waypoint. I guess that happens at truck stops mainly, I'm not sure. The transparent waypoint doesn't appear to be placed.
Version: 1.37.2.0s
Windows 10 64-bit
Always at the same spot and elsewhere as well.

Location:

It works on the road nearby:
work.jpg
But not at the truck stop:
