Missing police cars with urban tag in many city [120890]

There are lots of cities across the whole map where police cars with urban tag don't spawn at all. Actually @cip has a theory what can cause this issue.

then it's clear that SCS did not update those cities in the map to have city roads type and kept the old road types that included only local, divided and freeway roads.

We are already on 1.41 (I think slowly, but surely 1.42 is on the corner) and this "bug" hasn't been solved yet.

Moreover some of the cities in the recently released states have the same problem:

Idaho:
Grangeville, Ketchum

Colorado:
Burlington, Fort Collins, Pueblo, Rangely

Wyoming:
Jackson, Rawlins, Riverton
