Improper Highway Closure, I-182 Kennewick

East Bound I-182 North of Kennewick,WA was closed at Exit 102 On highway I-82. However the Incident was after Exit 12 on I-182. The Roadway should have been blocked at exit 12 on I-182 not at exit 102 on I-82.
