Is Heavy Cable Reel loadout insufficiently chained down?

I'm looking at the Cable Reel heavy haul image from the fan-based wikia: https://static.wikia.nocookie.net/euro- ... 1108064104

And it looks like it would need angled chains to counteract hard braking. It has a high center of gravity. And theoretically would tip forward snapping free of what little restraints appear to be in place.
