I noticed in ATS back towards the beginning of last year, but I haven't been able to reproduce it since then. I'm not sure about anyone else, but it only seems to be consistently reproducible in ETS2 for me.

I tried the open beta 1.40 on ETS2 and surprisingly i had no stutters with ownership trailer, did a few deliveries of 500 km's each and it was really smooth.

With 1.39 the stutters are gone completely when I´m not using my ownable trailer (as earlier mentioned)

Same for me, actually. I hadn't played ATS for a while but recently went back to it and now I have no issues with owned trailers there. One thing I may have noticed when the stuttering occurs in ETS is that it often seems to happen in a corner or when there's a dip in the road that causes the suspension to compress a lot. I can't verify this so it's just a feeling but it may be worth checking. I always assumed it's got something to do with the physics and that it got worse with doubles because they have more wheels and joints.

That's actually a good point. I'm not sure about anyone else here, but I am using custom values for the suspension physics rather than the default values. I'll do a few tests with these reset to the default and see if I can still reproduce the stutters with that.
This is what I'm currently using:

I use the default suspension settings. I've mucked about with them in the past but as far as the stuttering goes it has never made any difference.
But since I experience more stuttering when using doubles than I do with singles and even more with triples I still think it's got something to do with the physics.
