You have a decent graphics card even for today standards, that processor is rather old on the other hand and could be bottlenecking the card. I´m not much expert on this technical stuff anyway. You didn´t show how much RAM you have either.

Check your mods, run the game on a clean profile, etc there could be many reasons of why there is bad performance. But this is not a bug itself with game and not ETS2 related.
