1.40 New Lightning System need to be optimised for old PC's [NOT A BUG]

My PC is 12 years old but I have upgraded my GPU two times during that period. Now I have an ASUS GTX 1660 Super and I run the game maxed out except SMAA on medium and scaling at 200%. 60 FPS most of the time , but tend to drop to 40 FPS when raining heavy (using Darkcaptain's realistic rain mod). Using 65+ mods.

The game actually runs smoother after 1.40 upgrade

Get a new GPU, used or a new last years model. It's worth it

Unfortunately, I do not have the funds for a new one.( I am also upgraded my GPU after DX11 become necessary, before thet I was using 512Mb HIS4670. But this card is maximum I can get at this difficult period.
I was thinking about GTX750 - it will be good enough to run high settings at 30-40fps I think, but it is too damn expencive. GTX1660 will also require a new PSU.

I find out what cause such dramatic fps loss - Item Auxiliary lights (google translate). It is third from bottom ig graphic settings.
It's turn on and off light marks on surface from all perimeter lightning on track, including blinkers. It appears some time ago and their influence wasn't so much, until 1.40.)
Turn them off and fps drops from 22 to 15-16. Play with some settigs and I have 20-26 fps on High - night or day, with Scale 100-125%.
