Certain DLCs don't get shared in Steam Family Sharing

Both Western Star and Freightliner free DLCs aren't availabe for family sharing according to Steam Database:

Both "DLCs" have the "exfgls" property enabled (true), which means they will be excluded in family sharing. This doesn't apply, for example, to the Mack DLC, which has "exfgls" disabled (false), so it will be included in family sharing:

Yes, this is a known issue for a while for free DLCs on Steam. I'll remind Valve about this again.

I don't know if this is a solution, but maybe the free DLCs should cost 0.01€ and make them as a gift for those who buy the base game.

Like it was with the chinese/lunar paint jobs pack. The newest dlc was included in the chinese before, but now it' a separate dlc.

I don't know if this makes sense or not. Just a thougth.
