@KrysEmlyn, some questions about that system, just by curiosity. If you have multiple cars, you are issued with multiple plates? I suppose so. Or is that the plates doesn't identify the owner but the driver, and had to be put in the vehicle you are driving at this moment?

You can have multiple plates tied to you. The tags on your car actually are tied to the owner's birthday. So my tags are for Feb but they don't expire on Feb 1 or Feb 28 but actually ON my birthday. Also the plates themselves must be replaced every 10 years. You can change it to as many cars as you wan in those 10 years, but after that you need to go to the Secretary of State (which is who handles DMV responsibilities in MI) and get an entirely new plate.
My dad, for instance, has plates on his daily driving car, a two door convertible for the summer, and my sister's car still tied to him. He's had the convertible for about 7 years so in 3 years he'll need to get a whole new plate and hand his old one into the SoS to be recycled.

But that doesn't mean he need to reapply for the plate combination it's only a renewal of the physical plate right?

Thanks for the explanation @Bedavd
And this talk about different kind of plates remembered me what I used to see in lots of French cars many years ago: instead of a standard plate, they use a piece of wood painted in black and the plate number was written with chalk, like in a school blackboard. They clearly didn't take plates seriously on those times.

That's for recently bought cars, only to display the car's number until you receive the real plate by s-mail...

There are restrictions such as banned ones (nothing rude is allowed) and you can't have a plate that makes a car look newer than it is. But the plate is not stuck to the car for life if you don't want it to be.

but you pay yourself stupid for a custom one so most dont bother, i only now Clarkson had a problem once when they shoot a special in Argentina i think where his Porsche had a plate that was offensive to them but the car had it since it was build

It depends purely on what you want on the plate.
A typical custom only costs £150 to £350 not that expensive when it's yours for life and can move it with any car you buy. Or a £80 retention fee when not in use on a vehicle.
It's only the silly customs that cost a lot.

I'm talking about cars that were anything but new, I saw them with that plate for long time and was a time where the Renault 4L was a common sight on the road. I'm aware that on this days things had changed a lot.
