Yeah there is a train track in the left screen, so it can't be Tucson and the trees don't look like ATS ones either.

Maybe they made a little track mod to suit the truck racing fans?

Could also be somewhere in Italy.

So the scene shown was in this video from Gamescom 2017 and looks like to be something for events as when you see the video the banners relate and have ETRC. The location also looks somewhere around France by a quick glance of one of the signs but not sure.

The video definitely looks like France... Also, twice in the video you can see a sign with the name of a town/village: either l'Epine or l'Erine. I don't know where that is, but it might just be in the Vive la France DLC. Doesn't explain the blue arcs though.

Looks like a corridor map to me, created specifically for these types of events. Maybe SCS needed some "measuring tool" so they know that one person will not be in the 4D seat for too long, so you will sit in the seat and you can go only one route from point A to point B and when you cross the second blue arc, the time is up for you. Do not know for sure, but it seems most likely like that to me :)
