It should, and since community and personal goals count at the same time, i don't see a possible issue

So where are these events you speak of? The last thing listed on my WoT page is "Cruising Idaho" which was completed a long time ago?

Yeah I wouldn't really call the Hard Truck Tribute an event. More like a one-off achievement with a reward. I'm sure it's not stressing the servers much more than if you just did an External Contract normally. All that's different is the awarding of the paint job.
