No, the moderators are not adding those. They are a new feature that was recently added to the forum, and some people are just trying it out. If you hover your mouse cursor over the black box, it will reveal any text, links, or images that are underneath it.

If you're reading on your phone, you should be able to tap on the box to reveal the hidden content. At least that's how it worked when I tested it with Safari on my iPhone.
