If it contains any texture/art assets you can't release it publicly. But you can link to those assets in the DLC so that anyone who doesn't own it will see a red texture error.

I didn't know moderators couldn't answer these questions, will seek into contact proper staff then, thanks.
Well, about this, if we try to upload a mod with a def path in the .sii to a non-existent .pmd file, the workshop uploader tool won't allows us to upload it to steam at all. Unless I'm missing the point, hence my concern and look for clarification.

Models are a tough one, I would reach out to SCS about clarification on those ones. The way I understand it, you're only allowed to include models if you need to edit the model to make a new cargo work or something.
Generally speaking models are usually overlooked, so long as you only link to the textures in the DLC - I know there are other mods on Steam that do include just the model files, most likely for the same reason you're asking. But I would double check with @Max or via email just to be sure.

I have a question: does this limitation apply to the FIA ETRC trailers that are being modified for the current Work of Trucks event?

This limitation does not apply to event trailers. (The FIA ETRC event was 2 years ago).
