Probably they started with the idea of not touching the cities and they changed their mind whilst doing the reworks. It is not mentioned anywhere in the blog that we weon't see any new city in the first pheases. (It's not mentioned that we will either though).

there wont be any cities changed in the first update, this was said, the blog post is about the redesign in general, what the end goal will be not what the first update will bring

City is something that will be more for the future. For the first act, it will only be roads, junctions and Truck Stops.

I will always prefer ETS2 over ATS, but there's no doubt in my mind that ATS is the better of the two. I don't know what the problem is with ETS2 mapping and art teams, but their ATS counterparts consistently release better content. I had hoped Iberia would have narrowed the gap, but it did not, and this California rebuild is looking better already.

So seen as California rework will include cities is it reasonable to expect SCS to go back to Germany and rework the cities because as far as I am aware the cities were not touched in the rework we was just recently given or at the very least can we expect the cities to be reworked in the next area that will be reworked?

Also is that really how they look in real life? Sort of just bolted onto the main road instead of being a part of the main road like toll booths. It seems pointless having those barrels/barriers blocking the main road like that if the road is never actually going to be opened to be used.

Yes that is how they are in real life. I'd imagine that's because not everyone had to pull through the inspection stations, but as invasive species became more of a problem they upped the standard and now every car needs to come through. In some areas it still looks like a normal road, but in others the lines have been stripped off and the pavement is much more worse for wear.

From what the sign says, it seems that the one in Hornbook has been repurposed as an escape route for trucks that lost their brakes coming off the mountain. Without their brakes, they would crash straight through the inspection station.
