And yet neither of the two roads go through the Pyrenees, nor do they serve any useful purpose. Truly baffling.

I guess you didn't read the actual blog. It was part of the training of some new mappers, they just felt it was nice enough to include.

Based on feedback from our community since its launch, our map team thought it'd be good to revisit the map expansion and bring some new additional content.
Yeah... sure. Based on community feedback, north of Romania is still empty of roads.

It was expected to happen, both roads (specially Soria ones) had lots of assets in place and was very clear it had to be cut on release by lack of time not because it was discarded.

Black Sea DLC is a completely different history; we know they had to stop other operations to finish the DLC; something bad (very bad) happened them during the creation of the DLC and what you have is all that they can bring. And considering the size of what came next (Iberia), no way they had the luxury to spare mappers time in fill the gaps that probably had to be done from scratch.

Sorry for you guys.

PS: Austrian rework, Lyon rework and those Iberian roads potentially altogether on the next update is not a trifle.

Northern Romania is more likely to come with Ukraine, which could take a while.

"Maybe you'll start seeing more of these extra additions across our released DLCs from time to time as well, who knows."........Who knows, maybe in some future updates we will see new roads and in the older map expansions. One should never lose hope I guess.

Hopefully the Pyrenees and Andorra will be future additions! Glad they are going back to the old expansions and closing these "holes".
