During public beta, you get builds with known bugs in it. While the internal testers and us community testers will never be able to catch everything, you'd be wrong to think all the bugs that get reported by those in public beta aren't already known.
But because it's a public beta, there is no reason to delay a build because of minor bugs. Plus it helps SCS monitor you guys for potential junior testers too.
