Using SCS mods on Steam

Hi I'm new to the site. I am trying to use mods from the SCS site on ETS2 and ATS. I play these games on Steam. Some mods I have downloaded on Steam require a mod from SCS site but I am unsure how to upload the files. The mod I was looking at on Steam does not supply the base mod and the mod creator on his steam workshop says he does not have permission to upload the required files to steam. Am I allowed to upload the files to use them in my games? How do I upload the files to use them? At this point I have a file on my desktop to keep the files for now. I would really be pleased if someone could help me out. Thank you in advance.

Download the mod from the site and place the file in the mod (not mods) folder under ETS2/ATS in the your documents folder.
