No hopper trailer in Idaho spuds event? [NOT A BUG]

I don't know if it's a bug or not, but I cannot find hopper trailer delivery for potatoes deliveries in external contracts at all. I've checked in 3 cities in Idaho already (including Twin Falls where this trailer is massively used on potato field), refreshed hundred times and only trailers I see is dryvans and special event trailer. There is something that could be done with it?
