Turkish policeman spawns in Romania [172308]

Turkish policeman spawns in Romania on random events. Might be related to the bug where French firemen spawn in Italy. Also the policeman that does spawn seems to be an older model; his hat is a bit bugged with the texture (also the wrong hat, peaked cap instead of baseball-style cap).
