SCS as a company do not wish to have paid mods on this forum. While we understand that not all paid mods use the Intellectual Property of other companies/people, it is very hard to moderate what is and isn't acceptable when money is involved. There are also concerns that it could look unfavorable to potential work partners going forward if SCS allow mods that may potentially use unlicensed branding.

I think you need Promzona to combine ROS and Rusmap

right ... but Promzona is to help connect the two maps by road ... (and in fact stopped evolving to version 1.37)

If City names disappear, it has to do with the fact that the same name of the city occurs in both maps. This is usually solved via an RC. Of course this is not certain

Use ROS as standalone. It's not worth combining this map with others. The scale is totally different (non-standard 1:19) compared to other maps.
