Its a dds file. You'll need an image manipulating app like photoshop, gimp, paint.net and the dds plugin for the relevant app in order to make any edits to the said file or any dds file.
I'm offering to help this once if you change your mind. Mention the color and the particular truck's name you need the axles colored for? To be very accurate about the color, use this site to post the hex code of the color you want.

I´m on pach 1.19 do i have to loower to 1.18 to work, from what i could understand?
Or do i need to go all the way to 1.17?
