This is not a bug. This is intended. Look around there is several more road to be found which is not on RA.. (If you like to explorer)..

Nope, it's some sort of unofficial asphalt way
And it's there because SCS has chosen to have a few hidden roads for you to discover.

So is this the reason why I'm at 99,97% of map discovery and can't find the last 0,03%? I even used a mod to try and find the last percentage but can't find it

The hidden roads don't count to the map % completion from my knowledge. Maybe you can find a mod that hides some icons like the job agency ones.

Only items visible on map count towards completion %. If you are missing anything it could be a small bit of road that requires you to travel both directions, or something as simple as not driving onto a driver agency.

They are very small and the icon is bigger than the visible map area so very easy to miss those.
