So far, 1.39 has not included any big change in the CODE of the game. They have done lots of fixes and polished lots of little details that all together are a good addition; but that doesn't absorb all the time of all the programmers SCS have actually. They are working on some feature big enough to require more time than the one passed since 1.38.

Maybe that's why the size of both games executable files has grow so much. Probably they have already included in the game part of that work to internally test that it doesn't cause problems but is still not ready to be released. Otherwise, they would had delayed the release of other contents from other departments included in the 1.39. That would probably mean that 1.40 is going to be a very major update like it was the DX11 first addition and the 1.37 with FMOD.

Or maybe they are keeping something hidden in the beta to reveal it tomorrow on the 8th anniversary.

We will see...

With the use of compiler directives you can avoid unused code in the beta build, most languages support this
For internal testing you can use the full build

Unless you wanna test the behave of that code in the public beta even if the players aren't aware of its presence.

If the code is unused what behaviour do you expect?
You have much more effective tools and build procedures to avoid wrong usage of new code

That a feature is unused (towards the player) doesn't mean that feature code never causes interactions or performance issues with other code.

So, it's a possibility they are using the beta to test that and what they would do later only they know.

There are in the game files references of the coach simulator since years ago. They were put into the game, tested and let in there awaiting for when they will be needed (and probably keep being used in the internal test and developing of that variant of the game).
