Even if one thread is fully utilizing the CPU it does not mean that one core has to be at 100%. The thread will still jump between cores due to optimizations in the CPU.

Unless you had a very basic GPU, any CPU in the market even those to come will bottleneck with this game because it cannot use more than a single core and a bit of extra of a second one (and, as like @wato explained, the % of use of every CPU core is useless to visualize that limitation). The only way to don't bottleneck by CPU is to have a very powerful CPU paired with a sub-par system somewhere else (poor RAM, cheap basic GPU...)

Once said this, your CPU of course is not the one would expect those low FPS values. But that just a part of the history. What's your setup and configuration of the game? Are you using lots of mods? Are you using owned trailers? (a problem on FPS has been linked to this) Are you using enormous screen resolution? Are you combining SSAO with big upscale factors? Some of those details can cause a lot of extra load on the CPU, or problems in the game or even to bottleneck the GPU before the CPU in your case.

Hello, I have a recent config R5 5600X, Asus RTX 3070 OC, Corsaire RAM 2x 8go 3600mhz CAS 18, NVME 500go SSD, 2.5 "1TB SSD and 2TB 7200 RPM HDD. I only use 3 active mod, one for V8 SCANIA sound, one for live lighting and the last one a trailer tuning but I don’t use any personal trailer because it causes fps drops for no reason I don’t have any inactive mod.
Here is the result on road and at the entrance of a city

Something is a bit odd here
i5 4670 / GTX 1080 TI runs pretty decent with the game in 4K resolution and the CPU has a bit lower clock speed than the 5600X

What are your setting in game?
I have the shadow thing off and mirrors in a lower resolution

I am all the way with SSAO and AA off, scaling 400% I block the fps at 71, if I unlock I go up to 90, 100 fps max but the screens do not follow, my resolution is at 5850x1080 triple screen.

@Nicochen51 that's roughly what you would expect, though. Open world games are not like shooters or other games with carefully optimized levels that keep performance up. They constantly stream in new parts of the world as you are entering them, which limits the framerate (at least that's my superficial understanding of it).
Anyways, with an i7-6700 and an RTX 3070 on a single wide screen 3440x1440px monitor I see similar framerates (which also points to a CPU bottleneck, since my system puts lower strain on the GPU but doesn't see more fps).

I didn't have this problem before going to beta 1.42 maybe it'll work out when it comes out for everyone. fortunately I have the G sync activated so that the game remains fluid despite the drop in fps as long as I don't go below 50fps I hardly feel it but it's weird all the same, so much is the habit of having a constant fps for several months on ets.

I lowered the distance to the mirrors and the shading and I gain 10fps when I arrive in the Iberian city, I think I will leave it like that for the moment.

Good morning! :) I'm sorry for writing this, but, since I'm terrible with both math and understanding computers, I was wondering if anyone could help me in finding good startup parameters for my machine. I arrived here because of an error:

Default temporary buffer is insufficient while reading a PNG skybox with texture size of 33554560

Tried copy/paste the parameters in the first post, but I had some crashes.

I run an i5-9400 + RTX 2060, 16gb, 1080p monitor.
As for mods, I use PNG, an engine sound pack and realistic vehicle lights.
I also followed another post's instructions and doubled the shadow texture size to get rid of that awful default shadow tearing.
