Yes, it's Hamburg. Some assets clearly show it's an old map zone even good looking enough. Don't know if that specific view was upgraded with the Germany rework.
Anyways, it's not Iberia for sure, the "light" doesn't match (don't know how to describe it better)

Also, if you look at the ship, it clearly says Hannover and Hamburg.

Well, but that's the name of the ship (Hannover Express) and the city of origin (Hamburg), as this ship depicts one of Hapag-Lloyd, a shipping line that IRL has it's headquarters in Hamburg.
But that vessel could be placed anywhere, it's one of the biggest shipping lines in the world and it operates worldwide.

What country are the license plates in the blog from? Since Spain and Portugal are both European Union countries, they should have the blue strip on the left side. The license plates in the blog also seem to have some sort of image or shield in the middle of them.

It has been time ago that they use fake plates during development and in the screenshots they share.
In fact, for the Spanish screenshots trailers also lack the second plate (their own plate) mandatory in Spain. They should still be working on that (somebody on the vehicles department is hating Iberia a lot, I assure you that )
