I don't think the post last week was directly related to the Iberia DLC. It was mainly relating to Viva La France because of the new cities and roads etc and stating they will be added for free for viva la France owners.

I just noticed that there are double guardrails in the last Madrid pictures. Is it a new feature of the game? Or there were already these kind?

Could be a new model, you mean stacked guard rails?

Yep, 2 level guardrail, they're supposed to protect bikers and have an increased energy absorption capability.

I humbly admit that I have never given the guard rails (IRL or SCS' rendition) the true and loving attention they deserve...

No, they are not stacked guardrails; the lower part isn't there to hold impacts of vehicles or other heavy objects. On the contrary, it's "soft" to reduce damage over biker bodies if they fall to ground (at the same time, prevents amputation against the guardrail masts)

And I would say that the whole model of the guardrail is improved in general terms, not just by the addition of the biker protections. Although not sure if the normal guardrail part on that model quality is already on RttBS.

Stacked guardrails had already been teased before, and yeah they are not of that type but it's cool to see another variant. Here's an example of the stacked ones, bottom-left:
