exactly I don't understand why everyone is talking about 1.38 for dlc maps

Because some people here think that scs have map editor already setup to 1.38 and they are doing map on that version. Update will be needed to get road connections but nothing more. So, it can go on 1.37 subversion as well as the 1.40 in future

I think most people say that,because 1.38 will be released before Iberia DLC.Which means Iberia has it's chances be released on a subversion of 1.38.I'm part of those people.

Not that reason (maybe somebody thinks about that one, but it's not the main).

Real one is because SCS themselves had said that 1.38 graphic update is requiring them to update lots of assets that already exist in the game. Indirectly, that means that newer assets are being made with 1.38 features in mind and potentially could appear very weird in our displays without those 1.38 features.

And of course, what they aren't going to do is to develop Iberia or Colorado all this year long with 1.37 prepared assets and then have to update them too up to 1.38 standards at the last moment. That would be double-work.

Road connections and other minor details are completely apart; they could had included those roads already in 1.37, but they wouldn't be able to release those DLC without the 1.38 due the features it contains. Of course, delays, problems and/or changes in mind could make SCS decide to release a previous 1.38 update without the graphic changes and move that to a 1.39 in the future. But with the info they provided us so far, 1.38 is the update scheduled to have those graphic changes and the one that will be mandatory for future map DLCs (and not just due the usual release schema of SCS)

I assume that if they update any assets, it will be purely updating the older textures to make them HD/4k. This shouldnt really require any new hard-coded features, as there are already mods that do this.
I think that 1.38 will still take a while, and when it does release, it could also come with an update for the vive la france DLC with a new city or two so that the french roads get closer to the Spanish border.

Not just the textures. 1.38 will be focused on lighting system, so it will affect textures but also other layers of info like normal maps and any material definition on which could depend the behavior of the incident light once reflected.

Also, there's tons of assets in the map that have plain surfaces and then mimicked a 3D sensation with lots of tricks. Normal maps are one of those tricks, but there's others. Depending on which ones are used, it's possible that new lights system broke the 3D sensation and they had to search a different options or to redo completely the model for another not so plain.

I guess than, the older the assets and the map zone, the more work to fix everything.
