That Kamaz looks more like a Mercedes just look at the cab
Take it with a grain of salt nothing is 100% sure

Kamaz has two joint ventures with Daimler Trucks, so basically yes that truck is the reinterpretation of a Mercedes by Kamaz. (Kamaz style restyling and internals adapted to russian characteristics).But is funny because the grill make it look like if an Actros and a S-way had has a children together
As a curiosity, Ural has the partnership with Iveco. and Kamaz has also partnerships with Liebherr in the past to desing engines.

That's because Kamaz purchases cabins (the main frame, not the final style elements) to Mercedes Benz. Like SISU has been using cabins made by other bigger manufacturers since long time ago (were using Renault back in time, I don't remember which ones they use actually)

It's far more complicated.
Some time ago Daimler bought shares of KAMAZ (currently they own 15%). And made a joint venture.
Daimler recieved production venue to make Mercedes trucks (CKD) in Russia, in return, KAMAZ recieved some of Mercedes technology: initially it was Mercedes Axor cab, OM457 engine, HL6 rear axle. Thus Kamaz 5490 was born. Components for it were made outside Russia (Germany, Turkey)
Later on, cooperation became more closer, and in 2012 partners signed an agreement to build a cab-manufacturing plant. Future plant supposed to make cabs for both Mercedes (Actros MP4) and KAMAZ. Development of KAMAZ with new Actros cab began.
In 2018 (afaik) the plant was launched, and it actually produces cabs for both Mercedes and KAMAZ. Cab base (all the metal stuff) is basically same, but KAMAZ puts their own plastic stuff on it.
The result of this development is KAMAZ 54901:
- Shared with Actros cab structure
- Engine is not from Mercedes. It's KAMAZ 910 inline 6, 12 liter. It is indeed was developed with help from Liebherr.
- Gearbox is ZF Traxon. Again, not from Mercedes
- Rear axle is Daimlel HL6, borrowed from Mercedes.
- All the other stuff more or less KAMAZ
Now, for the "Continent" model 54907 (Putin truck )
Engine is further developed: now 13 liter inline 6.
Still ZF Traxon gearbox (KAMAZ has a joint venture with ZF)
And finally newly developed rear axle, no more Daimler axles
Cab base is from 54901-Actros, but roof is re-developed.
While it's still a "concept" truck, I am sure some of the stuff will find it's way to production series
