A DLC is only as big as the road network and the cities they choose to include. Russia is vast, but sparse. They'd only need to include major roads and the largest cities to make it work. It wouldn't necessarily entail much more work than on smaller DLCs. It's always down to scope.

If they do make a DLC for Russia that includes Moscow, it would be strange not to have Ukraine and Moldova first. Taking a job from Moscow to Istanbul and having to drive via Poland and Hungary is odd. On the other hand, we already have this with the routes from Istanbul to Sicily. Normally you would drive from Istanbul to Albania and take a ferry to Bari or Brindisi and continue to Sicily. But as the Balkans aren’t in the game yet, one has to drive via Hungary and Austria.

I think this most likely to be the Republic of Karelia region of Russia.

Myquandro, those other areas will come someday, as long as we support SCS.
Regarding that Istanbul to Italy?
I think there are realistic or semi realistic ferry routes that could be added.
One of the harbours in Istanbul, would need less than 3km IRL road, to be added to Istanbul.

I convinced that this could be a expansion to Moscow, but it just seems so unlikely for SCS to make an expansion this big. I know that SCS said that they would like to expand more of Russia, but I did not think they would cover this large of an area. if Sametbey2's discovery is correct.
