My personal favourite is Beyond the Baltic Sea.
* It has a great balance of rural and urban, with enjoyably large cities and really well designed rural areas.
* The road network is also great (probably with the exception of Helsinki), we don't have to take large detours to get to our destination.
* It is also well connected to other map areas, with three connections to Scandinavia, two to the base map and four to Going East!
* It is also the DLC with the most cities (until Iberia), but it doesn't feel crammed. It probably helps that there are villages, but not too many.

Vive la France, with Baltic Sea a close 2nd.
While expansions later than France are higher in quality, I find something wrong...
1. I find myself often falling asleep in Italia. Their roads are long but the speed limit remain at 80. Also the A1 and A2 are a bit boring, but I think it's just me.
2. Both Baltic Sea and Black Sea expansions suffer from the inferior connection to the original map, mainly because of the earliness of Going East.
3. I also don't quite buy the idea of putting English place names next to Cryllic names in Russia and Bulgaria. Can English signs be an optional feature?
4. For Black Sea, I often find myself entering / exiting the expansion at only one place -- Szeged.

Yeah, that's ridiculous. They didn't even bother to add the complete M43, forcing us to drive through Szeged...
